INTRODUCTION
Beavercreek Township, Ohio (56,026 population) is seeking a highly qualified, professional fire and emergency medical services leader with the energy, passion, experience, and technical skills to serve as Fire Chief for this increasingly active department. The Chief reports directly to the Township Administrator who serves at the pleasure of three elected Trustees. This growing Township operates one of the larger Fire Departments in the region and provides a full complement of fire and emergency medical services in a professional and well-respected manner. 

The current Fire Chief is retiring after 34 years of service with the Township, having served as its Chief for the past 16 years. The next Chief will assume the leadership role of this professionally staffed department, which responds from five fully equipped stations. The community has provided strong voter approval and outstanding support over the years, and the next Chief will be entrusted to maintain and build upon this positive relationship.

Beavercreek Township is situated within Greene County and was established in 1803 at its first meeting held in a log house along the banks of Beaver Creek. It was one of the first four Townships to be designated in Greene County and remains the only Township within Ohio by that name and is still recognized for its fertile land and family friendly atmosphere. Today, the Township is comprised of numerous, high-quality residential developments, offering an array of housing styles and price points. The community has become an extremely attractive location for new residential and business growth with its proximity to the Wright-Patterson Air Force Base. The Township is also a next-door neighbor to the highly acclaimed National Museum of the U.S. Air Force, attracting approximately one million visitors annually.

The Beavercreek Township Fire Department was founded in 1946 and has grown from two volunteer fire companies into a modern suburban department. The department currently employs eighty career firefighter/paramedic personnel and serves all of Beavercreek Township, including the City of Beavercreek (46,549 population).​

THE COMMUNITY
Beavercreek Township is located just nine miles east of Dayton, 60 miles west of Columbus, and 55 miles northeast of Cincinnati, encompassing a service area of nearly 50 square miles. The community has direct access to Interstate I-675 and U.S. Highway 35, with easy connections to Interstates I-75, and I-71, and I-70, providing an ideal location for civilian and contract personnel, including a myriad of defense and aerospace research facilities.

The Township takes pride in its reputation as a family-oriented, business friendly community and provides fiscally prudent services, strong financial and transparent reporting, with the Fire Department being its largest operation. Law enforcement service for the unincorporated part of the Township is provided by the Greene County Sheriff’s Office, which patrols from a substation located within the Township Government Center complex. Beavercreek Township provides Human Resources, Public Service, Community Development and Risk Department services, as well as Property Maintenance oversight via its adoption of the International Code Council 2018 Property Maintenance Code.

The community is positioned conveniently with a wide mix of shopping, dining, and service offerings and is well served by many major hiking and biking trail systems and outdoor recreational activities. Collegiate and professional spectator sports, popular cultural/entertainment venues, and other quality of life amenities are readily available.

The Fire Department has grown from two volunteer fire companies into one of the region’s premiere, modern suburban departments with an annual operating budget of $28.1 million, supported in large part by property tax supplemented by EMS billings revenue, and includes a capital budget of $6.3 million. The Township operates on a 10-year levy cycle. The 2025 Fire Department budget allocates $12.8 million for personnel and $5.4 million toward operations; additionally, $.48 million goes toward budget stabilization and $2.9 million for contingencies. Each day up to twenty-four firefighters/paramedics are scheduled to provide twenty-four-hour response service, aided by a full complement of fire apparatus and major equipment that has been methodically replaced throughout the past decade in accordance with the department’s Life Cycle Management Plan. The Township has recently adopted new apparatus procurement specifications, ensuring all significant purchases are well planned, cost effective, and incorporate the design and technology features required to keep the Fire Department performing at an optimum level.

The Beavercreek Township Fire Department has been awarded a highly sought ISO Class 2 rating by the Insurance Services Office. The Department continues to place strong emphasis on strategic planning exercises to ensure its operational readiness is well positioned for future growth. A comprehensive review and approval of the Department’s 2025-2029 strategic plan was completed in August of 2024. Residents, community leaders, business representatives, and public officials from Beavercreek Township, City of Beavercreek, and Greene County participated in the professionally facilitated exercise. The department’s mission, vision, and values were revised, a thorough SWOT analysis was undertaken, and eight Core Programs were prioritized.

The Beavercreek Township Fire Department’s Standards of Cover (SOC) were recently updated and include three foundational components:
  • Community Risk Assessment (CRA)
  • Community Driven Strategic Plan (SP)
  • Fire Department Self-Assessment (SA)

CHALLENGES/OPPORTUNITIES FOR THE NEXT FIRE CHIEF
Interviews with the Beavercreek Township Trustees, Administrator and directors, Beavercreek and Greene County officials, Beavercreek Township Fire Department personnel, and other community leaders and designees assisted in identifying challenges/opportunities and expectations for the new Fire Chief.
  • Recruitment & Retention – The department has maintained authorized staff strength despite strong demand for qualified personnel from surrounding departments. The next Chief will need to continue to work closely with the Township’s leadership team, the community and the IAFF Local 2857 to recruit and retain professional talent within the department. 
  • Staff Development – The new Chief will be expected to place a high priority on professional development by maximizing the potential of current departmental personnel for future career opportunity growth.
  • Labor Relations – Negotiation of a new multi-year collective bargaining agreement is to be initiated in 2026 with the department’s single bargaining unit covering all sworn members of the division, except the Chief and four other top management personnel.
  • Fire Department Accreditation – The Beavercreek Township Fire Department has begun an effort to gain accreditation from the Commission on Fire Accreditation International (CFAI). The department has not completed this rigorous process, and the next Chief will be tasked with getting this challenging goal accomplished. 
  • Station 6 Planning/Construction – The new Chief will play a lead role in continuing the planning efforts and coordinating the future construction of station 6 with appropriate Township staff and collaborating entities (Greene County Commissioners, Greene County Airport), and ensuring its timely and cost-effective completion and operational start up.
  • Community Relations – The new Chief will be a strong, visible leader within the community and will endeavor to strengthen and rebuild relationships that may have been impacted with past Covid related restrictions and reduced public interaction.
  • Fiscal Prudency and Responsibility – The Township promised the residents of Beavercreek Township that it will forecast for 10 years and adhere to the funding plan to be transparent, accountable, and avoid levy fatigue. The current cycle was approved in 2019 and the next Chief will have to adhere to the approved funding plan through 2029.

The Ideal Candidate will:
  • Bring a balanced management approach to their daily responsibilities, which require both an internal and external focus of their time and resources.
  • Have the capability to effectively articulate the mission, vision, and values of the department to those within the ranks, as well as to those it serves. 
  • Possess a respectful and collaborative leadership style to continually strengthen community ties between the Beavercreek Township Fire Department, its residents, business community, and the various institutions it serves.
  • Be a proven, experienced leader who can engage and build trust and confidence with department staff, professional colleagues, and fellow department managers.
  • Have developed applied skills and knowledge of all operational elements of a combined Fire, Rescue, and EMS department including fire suppression, Emergency Medical Services, technical rescue, emergency management, hazardous materials, community risk reduction, public education, and fire investigation.
  • Have the skillset to utilize GIS tools and other needed technologies and to forecast, budget, and plan for the emergency service needs of the community. 
  • Be well organized and methodical in his/her approach in keeping the Township Trustees and Administrator apprised of the status of all pertinent activities within the department.
  • Demonstrate strong problem-solving skills and be an empathetic, engaged leader who is comfortable interfacing with front-line personnel and the community.
  • Lead by example and maintain the highest level of professionalism in his/her demeanor, conduct, and appearance and have the will to hold others within the Fire Department accountable to the same expectations and standards.
  • Possess a bachelor’s degree in a related field of study from a fully accredited institution of higher learning or completion of a fire executive certification program (i.e., Ohio Fire Executive Program) and have completed a minimum of 15 years of progressive fire experience with at least 10 of those years at the Fire/EMS Senior Command level. 
  • Certifications: Firefighter II and Paramedic Experience (active medic certification is not required but preferred).

COMPENSATION AND BENEFITS

The current salary range for the Fire Chief position is $135,000 – $160,000. Beavercreek Township provides a highly competitive fringe benefit offering and a 24% employer contribution to the Ohio Police and Fire Pension Fund. The wage/benefit package offered to the selected candidate will be commensurate with their skills, experience, and qualifications.
