Cheryl HilvertCheryl has a bachelor’s degree in Political Science and Business Administration and a master’s degree in Public Administration from Eastern Kentucky University. She is also a graduate of the University of Oklahoma’s Certified Economic Development Program. Cheryl has more than 32 years of experience in local government management, serving as city manager and in other management positions for cities in Southwest Ohio. Cheryl has extensive experience in all aspects of local government management, administration, capital and operating budgets, utility management, infrastructure and capital construction projects, human resources, organizational development, community, and economic development.

Scott KujawaScott holds a degree in Fire Science and Fire Administration and is a credentialed Chief Fire Officer (CFO) and Chief Training Officer (CTO). He has 31 years of fire service experience and is currently serving as the fire chief for the Washington Township Fire Department (Montgomery County) Ohio. Scott has extensive experience in all aspects of fire service management including fiscal responsibility, staffing analysis, station location analysis, deployment analysis, strategic planning, and accreditation. Scott has assisted recently with fire chief recruitments for Springfield and Riverside, Ohio. He has also participated in multiple searches for management positions within the communities throughout the state of Ohio.

Dr. Ronald FerrellDr. Ronald Ferrell received his bachelor's and master's Degree from The University of Cincinnati and went on to obtain his Doctorate from The Ohio State University. He is the former Chief of Police of the Mason Police Department and has had an extensive law enforcement career serving as Chief of Police for the cities of Mason, Dublin, and Lebanon, Ohio. Dr. Ferrell was the Deputy Director In Charge of Professional Standards and Training at the Bureau of Crime and Investigation in London, Ohio. He was the Executive Director for Ohio Peace Officers Training Academy prior to returning to Mason where he retired in 2017. His career in law enforcement allowed him the opportunity to consult on many promotional assessments across Ohio as a lead consultant for the Ohio Association of Chiefs of Police.

Joe TussMr. Tuss is a graduate of the University of Arizona and a Certified Economic Development Finance Professional. He has 35 years of local government finance, development, and management experience. He retired from being the County Administrator in 2018 after serving Montgomery County, Ohio for 6 years. His consulting practice utilizes the knowledge and experience from his 35 years in local government finance, development, and management to advise clients in the areas of project concept development, site selection, land use and planning, development incentives and project financial structuring.

Rebecca BennaRebecca Benna has over 40 years of experience working in and leading public agencies with populations ranging from 20,000 to over one million. She holds a Master’s Degree in Business Administration from the University of Phoenix and has an extensive background in strategic planning, alternative revenue source funding, and fiscal management. Rebecca served as CEO of Five Rivers MetroParks, Dayton, Ohio from 2011-2023. As the CEO of Five Rivers MetroParks in Dayton, Ohio, Rebecca was directly involved in the development of the recruitment, interview, assessment, and hiring process for the agency’s executive leadership team.

Bruce RobertsonMr. Robertson holds a master’s degree in security studies from the Naval Post Graduate School, a bachelor’s degree in business management and human resources, and an associate degree in criminology. He has attended many executive law enforcement programs to include Northwestern University’s School of Staff and Command, The FBI National Academy, and the Police Executive Leadership College. Bruce Robertson has acquired a wealth of knowledge in his 40 years of law-enforcement service. Before joining the Management Advisory Group, he was the Chief of Police for the City of Centerville, Ohio. He currently serves as a CALEA compliance service member and has assisted over 500 agencies in assessing operations, administration, management and virtually every aspect of law enforcement services and roles. Bruce is recognized as an expert in internal investigations, interview and interrogation, recruitment and selection and polygraph operations. He has assisted law enforcement departments in reorganization, strategic planning, succession planning, fiscal and budget matters, manpower analysis and allocation and more.
