Background
Dave has 32 years of local government management experience, serving as city manager of Westerville, Ohio from 2007-2020, Tipp City, Ohio from 1997-2007, and as assistant city manager in Miamisburg from 1990-1997.

Education
Dave holds a bachelor’s degree from the University of Dayton as well as a Masters of Public Administration (MPA) from the University of Kansas.

Experience
Dave has extensive experience in parks and recreation, economic development, utility management, and infrastructure project oversight. He has managed construction efforts for a variety of infrastructure projects including streetscape initiatives, utility plant expansions, police & court facilities, government centers, industrial parks, park developments, recreation centers including a $20M community center expansion, and development of a $9M fiber-optic backbone and data center.

Background 
Greg has 40 years of local government management experience, serving as city manager in four communities within Ohio and Missouri. He retired in 2017 as city manager of Centerville, Ohio, a position he held for 25 years and has been providing consulting/recruiting assistance to local governments for the past seven years.

Education
Greg holds a bachelor’s degree from Bowling Green State University as well as a Master of Science degree in public administration from the University of Missouri.

Experience
Greg has extensive experience in executive recruitment, economic development, utility management, and infrastructure project oversight. He has managed construction efforts for utility plant expansions, water towers, police facilities, government centers, industrial parks, park and recreation developments, including a $300 million municipal golf/residential development.

Background
Dana has over 34 years of local government management experience, serving as Management Assistant to the City Manager, Deputy City Manager/Director of Service, Deputy City Manager/Director of Economic Development, and City Manager for over seven years with the City of Dublin, Ohio. Dana also has over 35 years of experience in the Ohio National Guard, retiring as Brigadier General, Director of the Joint Staff. He is also an Iraq War Veteran.
 
Education
Dana holds a B.A. degree from Miami University, a Master of Public Administration (MPA) from The Ohio State University, and a Master of Strategic Studies from the U.S. Army War College.
 
Experience
Dana has extensive experience in all aspects of local governance, administration, capital and operating budgets, including public works, parks and recreation, fleet, facilities, utilities management, safety services, and development/economic development.

Background
Marc has over 40 years of local government management experience, serving Ohio cities in various positions including 35 years as manager in three communities: Geneva, Huber Heights, and Ottawa Hills.  He served as manager of the Village of Ottawa Hills for the final 28 years of his Ohio experience.  Since then, he has held interim positions in three southeastern Michigan municipalities serving as manager in the Fraser and Scio Township and Director of HR for the city of Ann Arbor.
 
Education
Marc holds a bachelor’s degree and a master’s degree in Public Administration from Kent State University.

Background
Kait has over 3 years of clerical/administrative experience. She also has recruitment management, data collection, project management, and report writing experience from internship positions held during her undergraduate career.
 
Education
Kait holds a bachelor of science degree in Psychology from Wright State University.

Cheryl Hilvert

Cheryl has a bachelor’s degree in Political Science and Business Administration and a master’s degree in Public Administration from Eastern Kentucky University. She is also a graduate of the University of Oklahoma’s Certified Economic Development Program. Cheryl has more than 32 years of experience in local government management, serving as city manager and in other management positions for cities in Southwest Ohio. Cheryl has extensive experience in all aspects of local government management, administration, capital and operating budgets, utility management, infrastructure and capital construction projects, human resources, organizational development, community, and economic development.

Scott Kujawa

Scott holds a degree in Fire Science and Fire Administration and is a credentialed Chief Fire Officer (CFO) and Chief Training Officer (CTO). He has 31 years of fire service experience and is currently serving as the fire chief for the Washington Township Fire Department (Montgomery County) Ohio. Scott has extensive experience in all aspects of fire service management including fiscal responsibility, staffing analysis, station location analysis, deployment analysis, strategic planning, and accreditation. Scott has assisted recently with fire chief recruitments for Springfield and Riverside, Ohio. He has also participated in multiple searches for management positions within the communities throughout the state of Ohio.

Jim O'Dell

Jim O’Dell has 52 years of public service, the last 30 years as Kettering Ohio’s police chief. Jim served in every police rank and graduated from the FBI Academy, the Menninger Foundation School, “Understanding Human Behavior”. He also was Lakewood Colorado Police Department’s assistant chief before accepting the Kettering position. O’Dell has been associated with The Kettering Group, LLC for more than 20 years and has, along with his team, conducted more than 300 assessment centers throughout the Midwest. He has also had the privilege of serving as the chairperson for the National Commission on Accreditation for Law Enforcement Agencies (CALEA) for six years.

Ashley Walicki

Ashley is a certified HR professional (Certified Compensation Professional (CCP), Certified Benefits Professional (CBP), SHRM- CP and PHR) with over seventeen years of experience in compensation, HRIS, recruiting, employee relations, training and development, payroll, and benefits administration. She has taught undergraduate and graduate HR courses including compensation management for the last nine years and enjoys being a mentor to others looking to get into the field. Her background includes working in the financial sector, automotive, retail and most recently, municipal experience in the City of Ann Arbor, Michigan. Ashley has most recently worked the last ten years leading the compensation department at the City of Ann Arbor and has served as the interim HR & Labor Relations Director, as needed.

Joe Tuss

Mr. Tuss is a graduate of the University of Arizona and a Certified Economic Development Finance Professional. He has 35 years of local government finance, development, and management experience. He retired from being the County Administrator in 2018 after serving Montgomery County, Ohio for 6 years. His consulting practice utilizes the knowledge and experience from his 35 years in local government finance, development, and management to advise clients in the areas of project concept development, site selection, land use and planning, development incentives and project financial structuring.

Rebecca Benna

Rebecca Benna has over 40 years of experience working in and leading public agencies with populations ranging from 20,000 to over one million. She holds a Master’s Degree in Business Administration from the University of Phoenix and has an extensive background in strategic planning, alternative revenue source funding, and fiscal management. Rebecca served as CEO of Five Rivers MetroParks, Dayton, Ohio from 2011-2023. As the CEO of Five Rivers MetroParks in Dayton, Ohio, Rebecca was directly involved in the development of the recruitment, interview, assessment, and hiring process for the agency’s executive leadership team.

Bruce Robertson

Mr. Robertson holds a master’s degree in security studies from the Naval Post Graduate School, a bachelor’s degree in business management and human resources, and an associate degree in criminology. He has attended many executive law enforcement programs to include Northwestern University’s School of Staff and Command, The FBI National Academy, and the Police Executive Leadership College. Bruce Robertson has acquired a wealth of knowledge in his 40 years of law-enforcement service. Before joining the Management Advisory Group, he was the Chief of Police for the City of Centerville, Ohio. He currently serves as a CALEA compliance service member and has assisted over 500 agencies in assessing operations, administration, management and virtually every aspect of law enforcement services and roles. Bruce is recognized as an expert in internal investigations, interview and interrogation, recruitment and selection and polygraph operations. He has assisted law enforcement departments in reorganization, strategic planning, succession planning, fiscal and budget matters, manpower analysis and allocation and more.
